Evacuation Planning Legislative Framework in Ireland

The Safety, Health and Welfare at Work Act 2005 requires employers to prepare and revise emergency plans and procedures, appoint competent persons for emergency duties, and provide training. Section 11 specifically requires employers to prepare plans and procedures to be followed in the event of an emergency or serious and imminent danger.

The Fire Services Acts 1981 and 2003 place duties on persons having control over premises to take all reasonable measures to ensure the safety of persons in the event of fire, including the provision of adequate means of escape and evacuation procedures.

The Safety, Health and Welfare at Work (General Application) Regulations 2007, Part 2 Chapter 1 sets out specific requirements for emergency routes and exits, including that they must be kept clear, lead as directly as possible to the open air or a safe area, and be indicated by appropriate signage.
