Fire safety in nursing homes is a critical concern, especially given the vulnerability of residents. The recently announced Nursing Home Resident Safety Improvement Scheme (RSI Scheme) aims to address these concerns by providing financial support to nursing homes for fire safety upgrades.
What is the Nursing Home Resident Safety Improvement Scheme?
The RSI Scheme is a €10 million initiative launched by the Minister for Mental Health and Older People, Mary Butler. It offers up to €25,000 to each qualifying nursing home for structural works aimed at improving compliance with fire safety and infection control standards. The scheme is designed to alleviate the financial burden of compliance with the Health Information and Quality Authority (HIQA) regulations, specifically Regulation 27 (Protection Against Infection) and Regulation 28 (Fire Precautions) of the Health Act 2007.
Key Benefits of the RSI Scheme
- Financial Support: The scheme provides significant financial support to nursing homes, helping them undertake necessary fire safety improvements without bearing the full cost. This is particularly beneficial for smaller, voluntary, and older nursing homes that may struggle with funding such upgrades.
- Improved Compliance: By funding structural works, the scheme assists nursing homes in meeting HIQA’s stringent fire safety standards. This includes installing adequate fire detection systems, maintaining fire equipment, and ensuring proper emergency exits and lighting.
- Enhanced Resident Safety: The scheme’s primary focus is the safety and well-being of residents. By supporting fire safety improvements, it ensures that nursing homes can provide a safer environment for their residents, thereby enhancing their overall quality of life.
Application Process
Nursing homes can apply for the RSI Scheme through the National Treatment Purchase Fund (NTPF), which administers the application process. The closing date for applications is November 15, 2024. Nursing homes can also claim costs for previously undertaken works if they meet the scheme’s criteria and were carried out between January 1, 2020, and January 1, 2024.
Nursing homes are encouraged to apply for the scheme and take advantage of the financial assistance available to improve their fire safety measures.
